Fish Balls

For Fish Balls:
2 pounds snapper fillet
1 medium sweet (green) pepper
1 medium onion
cilantro (to taste)
1 teaspoon season all
1 teaspoon garlic powder
dash of black pepper
1 teaspoon of complete seasoning
1 tablespoon recardo (annato)

For Gravy:
2 cups water
1 tablespoon recardo (annato)
2 tomatoes, chopped
onions, sweet pepper, cilantro
seasonings as desired
1 tablespoon soy sauce
To make Fish Balls:
1. Grind fish in a meat mill or chop it very fine.
2. Add sweet pepper, onion, cilantro in a mill and grind or mix very well by hand.
3. Add seasoning to ground fish.
4. Dilute recardo in water before adding it to fish.
5. Make into balls and brown in hot oil.
6. Make gravy separate adn then add to balls and cook down.

For Gravy:
1. Put two cups of water in a bowl and then dilute recardo in water. Add more onions, sweet pepper, diced tomatoes and cilantro.
2. Add a little soy sauce and other spices like above seasonings (to taste).
3. Add to the fish balls and cook down.
